Andrew Morgan LLC (AM) is a fast-growing Service-Disabled Veteran-Owned Small Business (SDVOSB). We are currently seeking a Technology Business Management (TBM) Developer to build, maintain, and enhance TBM cost models and reporting solutions for federal clients seeking greater transparency into the cost, consumption, and value of their IT investments.

This individual will work closely with Government financial, IT, and portfolio management stakeholders and Andrew Morgan team members to ingest and transform financial and operational data, configure cost allocations aligned to the TBM Taxonomy, and deliver dashboards and analytics that inform budget, planning, and investment decisions.

The ideal candidate combines strong technical and data skills with an understanding of IT financial management, attention to detail, and the ability to translate complex cost data into clear, decision-ready insights in a fast-moving environment.

RESPONSIBILITIES:

  • Develop, configure, and maintain TBM cost models, including cost pools, IT towers, solutions, and business-unit consumption layers aligned to the TBM Taxonomy and client requirements.
  • Build and maintain data ingestion and transformation processes that bring in general ledger, budget, labor, asset, contract, vendor, cloud billing, and IT service management data from multiple source systems.
  • Design and implement cost allocation rules and drivers that accurately map spend from financial accounts through technology resources to the applications, services, and business units that consume them.
  • Develop dashboards, reports, and analytics that provide stakeholders with visibility into IT spend, unit costs, trends, variances, and consumption, and support budget formulation and execution.
  • Perform data validation, reconciliation, and quality checks to ensure model outputs tie to authoritative financial sources and are complete, accurate, and defensible.
  • Support recurring model refresh cycles, including monthly and quarterly data loads, troubleshooting of data and allocation issues, and documentation of changes.
  • Support federal IT portfolio and budget reporting requirements, including alignment of cost data to OMB IT Portfolio and Capital Planning and Investment Control (CPIC) reporting and the TBM Taxonomy.
  • Collaborate with Government stakeholders and SMEs in finance, IT operations, cloud, and portfolio management to gather requirements, map data sources, and refine model logic.
  • Analyze cloud and on-premises infrastructure costs and support FinOps-related analysis, including cost optimization opportunities, showback, and chargeback.
  • Automate repetitive data preparation and reporting tasks using scripting, SQL, or ETL tools to improve efficiency, repeatability, and timeliness.
  • Create and maintain technical documentation, including data dictionaries, model design documents, allocation logic, data-flow diagrams, and standard operating procedures.
  • Ensure deliverables are complete, accurate, professional, timely, and compliant with applicable Government standards, including Section 508 requirements.
  • Support the project team with status updates, issue and risk identification, and contributions to client briefings and deliverables.
  • Model Andrew Morgan's expectations for responsiveness, accountability, collaboration, client service, and solution-oriented problem solving.

REQUIREMENTS:

  • 3+ years of experience in TBM, IT financial management, financial systems development, data analytics, or a related technical role.
  • Bachelor's degree in a technical field such as Computer Science, Information Systems, Engineering, Mathematics, Data Analytics, or a related discipline.
  • Hands-on experience building or maintaining cost models, financial data models, or analytics solutions that combine data from multiple sources.
  • Working knowledge of the TBM Taxonomy and TBM concepts, including cost pools, towers, solutions, and cost allocation methodologies.
  • Proficiency with SQL and data transformation techniques; experience with ETL tools or scripting languages such as Python is preferred.
  • Experience developing dashboards and reports using BI tools such as Power BI, Tableau, or comparable platforms.
  • Strong analytical skills and attention to detail, with the ability to reconcile data, investigate variances, and explain results clearly.
  • Strong written and verbal communication skills, including the ability to explain technical and financial concepts to non-technical stakeholders.
  • Advanced proficiency with Microsoft Excel and working knowledge of Microsoft Word, PowerPoint, Teams, and SharePoint.
  • Ability to satisfy applicable Government personnel suitability/security requirements and complete required Government privacy and information-security training.

PREFERRED QUALIFICATIONS:

  • Hands-on experience with Apptio (IBM Apptio, ApptioOne, Cloudability, or Targetprocess) or another TBM or IT financial management platform.
  • TBM Council certification (e.g., Certified TBM Analyst or Certified TBM Professional) or FinOps Certified Practitioner certification.
  • Experience supporting federal agencies, including familiarity with federal budget formulation and execution, appropriations, and IT portfolio reporting.
  • Experience working with federal financial systems or data sources such as Oracle, SAP, CGI Momentum, or agency general ledger and procurement systems.
  • Experience analyzing cloud billing data from AWS, Microsoft Azure, or Google Cloud and supporting cloud cost optimization.
  • Experience developing Section 508-compliant Federal deliverables and working in high-visibility environments with short-turn deadlines and multiple stakeholders.

SALARY:

Base: $125,000-$140,000

Salary is commensurate with both location and experience.
